This set of locations was designed to enable an Inbox Zero workflow to prevent one of the core problems with Instapaper and Pocket: you save a bunch of items to read later, you cherry pick the high quality items off the top leaving behind the junk, and the user experience of your queue steadily degrades.
This same thing likely exists in your Task Manager as you do the high-priority and quick win tasks and are left with the less important (or perhaps very important, but you are avoiding) tasks that clutter up your user experience.
